It is not sold any more (it left the game on May 24, 2024), so trading is the only way to get one now.
It replaced the Urban Egg. The Garden Egg took its place on May 24, 2024.
Every hatch rolls a rarity first (common 40%, uncommon 25%, rare 17%, ultra rare 14%, legendary 4%), then one of that rarity's pets (12 pets in all).
