How the Blue Lock: Rivals tier list works
Every style is ranked by its spin chance: how rare it is to roll (1 in N). The top 10% are S tier, the next 15% A, the next 20% B, the next 25% C and the rest D. That keeps the list objective: a style only changes tier when its spin chance changes, not because of anyone's opinion.
