You can hatch it today from the Basic Egg, Crystal Egg; the Crystal Egg gives it about a 0.4% chance per hatch.

Like every pet it comes in 12 forms: normal, Neon and Mega Neon, each on its own, Ride, Fly or Fly Ride. A Mega Neon Fly Ride Strawberry Tortle takes 16 full grown Strawberry Tortles plus a Fly-A-Pet Potion (255 Robux) and a Ride-A-Pet Potion (130 Robux).

Hatch the Crystal Egg: it gives the Strawberry Tortle the best odds (about 0.40% per hatch). Each one takes 5 tasks to hatch.
You need 4 full grown Strawberry Tortles for one Neon, so keep aging the copies you get instead of trading them away early.
Only one of the four pets you fuse needs Fly or Ride: the Neon (and later the Mega Neon) keeps it. That saves buying a potion for every copy.
Fuse them in the Neon Cave, then raise four Luminous Neons for a Mega Neon: Strawberry Tortle x16 in total.
