You can hatch it today from the Basic Egg, Admin Abuse Egg, Fairytale Egg; the Fairytale Egg gives it about a 15% chance per hatch.

- Hatch the Fairytale Egg: it gives the Princess Mare the best odds (about 15.0% per hatch). Each one takes 5 tasks to hatch.
- You need 4 full grown Princess Mares for one Neon, so keep aging the copies you get instead of trading them away early.
- Only one of the four pets you fuse needs Fly or Ride: the Neon (and later the Mega Neon) keeps it. That saves buying a potion for every copy.
- Fuse them in the Neon Cave, then raise four Luminous Neons for a Mega Neon: Princess Mare x16 in total.
